Impact Evaluation Study for Ministry of Human Rights (EU funded) Huqooq-e-Pakistan Project

Background of the Assignment:
In 2019, the Ministry of Human Rights (MoHR), with support from the European Union initiated the Huqooq-e-Pakistan (HeP) Project aimed to promote awareness and understanding of human rights issues in targeted districts across Pakistan.
The project was designed to contributing to the improvement democracy and leadership, facilitating access to justice and enabling people to know their rights as humans. The objectives of the project were to
- Increase the people’s understanding and knowledge about respect of human rights in Islam and fundamental human rights enshrined in the Constitution of Pakistan and domestic national laws for human rights;
- sensitize rural and urban communities for behavioral change towards certain human rights issues particularly gender based violence;
- develop communication strategy to address major human rights issues particularly violence against women, women’s inheritance rights, child abuse, transgender, minorities and PWDs etc.
- raise awareness on international human rights principles, protection mechanism and democratic governance for a peaceful society;
- To promote tolerance and respect for human rights and inter-faith harmony to combat religious intolerance for a peaceful society;
- To disseminate information on human rights in schools, colleges, universities and public & private sector organizations.
To fulfill these objectives, the project initiated a number of awareness raising campaigns through digital media, film, television and radio programming. Alongside the awareness raising campaigns the Project has campaigned in the national and provincial assemblies for the enactment of human rights policies as well as conducting consultations with Civil Society Organisations and educational institutions.
Scope of Work:
The Center for Communication Programs Pakistan (CCPP) was commissioned by the Ministry of Human Rights to conduct an impact evaluation study on the Key Result 3 of the HeP Project: Awareness raising in the field of Human Rights. The intended outcome of its component activities being specified as percentage increase in level of understanding of target population about fundamental human rights.
To evaluate the impact of this objective, CCPP designed a nationwide survey to be administered in urban centers across Pakistan, using quantitative and qualitative methodologies to ascertain the
- Incidence of exposure in target populations and;
- Evaluate the increase in understanding among populations exposed to the awareness raising campaigns.
Key Activities:
The impact evaluation included the following key activities:
- Review of the Huqooq-e-Pakistan Project’s campaign activities, log frame and content to ascertain study indicators for assessing impact;
- Designing a research methodology using established research criteria for impact evaluation of development projects;
- Formulation of research instrument for impact evaluation;
- Conducting a two-phase nationwide survey to assess incidence of exposure of HeP’s awareness raising campaigns and increased understanding of human rights issues in exposed population, and
- Preparing and publishing an independent Impact Evaluation Report with the findings of the research.
